Paid service? What service are you talking about? Vimeo? I don't know if they offer a paid service. If they're anything like YouTube, they do. But they also have lots of content available that does not require you to pay for it.
Is VDH a paid service? Well, it's not a service, just a browser extension, an application. VDH does work for free. However, there are reasons for buying a VDH license. On that same web page where you looked for "problem report," try "philosophy" as another text search. That will give you another link. Click that & read all about the VDH license.
My experience with Vimeo is that if you are visiting
vimeo.com, VDH works fine. But if you are visiting another web site that contains videos hosted on Vimeo, VDH does not work. Do another search on that same web page you've already searched twice.
