Hi,
Sorry it is a very rare issue we never managed to reproduce. It seems to be a local config problem.

I am going to offer a guess. It is only a guess. Maybe it's a good idea. Maybe not.
It's up to you to decide.

Take ownership of your boot partition. If you don't know what that is, Google the
subject. There must be thousands of search hits for that. Being admin sometimes isn't
enough. Windows can be ultra-paranoid about permissions. The safest thing to do is just
take ownership of the entire boot partition. You're just a home user, right? Then who
is Windows protecting you from? Take ownership of the boot partition & that could
possibly solve this problem. It might even short circuit problems you haven't yet
encountered.

But this is a guess. If it doesn't make any difference, then that's kind of what I
expect. I'm out of bright ideas so don't expect any more bright ideas from me.

You are wrong. Being admin is not enough. The system will still not grant you
permission to access certain things on the boot partition even though you are admin.
Being admin only grants you the power to give yourself permission to access those things.
By default, you don't have the permissions you think you have. This is one of the
stupider things about Windows when you are just a home user & the only user of the
computer. In a business environment where it is possible that multiple users could
require permissions on multiple networked computers, this whole security mechanism makes
some sense. But it's a royal pain for a single-user home environment. Being admin is
really not giving you much power over your own system. If you have not explicitly taken
ownership of your boot partition, you do not have full access to your own computer. Take
ownership. That is jargon. You need to do some web searches on that & educate yourself
on what that means & how to do it.

Antivirus, VPN, firewall . . . These things have nothing at all to do with permissions to
access directories & files. You need to focus on the permissions issue. Taking
ownership is the task you need to perform.
