When I use Video Download Helper 7.3.1 on Firefox with YouTube I'm now getting .WebM format files, which are useless to me because I can't natively import them into Premiere Pro.  This appears to be new behavior in recent months.

If I use XetoWare Free YouTube Downloader  on the exact same YouTube files e.g., https://www.youtube.com/watch?v=OemqVWi_R0k , I get an MP4 file.

What's going on?

Thanks in advance for explaining this.

When i play the video at this URL, the page plays a video stream in VP9 encoding and audio in Vorbis (it's YouTube choice not ours). Those encodings cannot be used in a MP4 file format (the only choices are WEBM or MKV). Still, you can use the embedded encoder (or an external one) to encode to H264/AAC in MP4 format.
