An interesting discussion of STV ballot paper design - evaluation of
four designs for Scotland. In brief, recommendations are:
- list party in left hand column
- list all candidates grouped by party (as recommended by BCCA)
- educate voters about using rankings (some still used 'X' or check mark)

The Scottish Executive has published the results of qualitative
research carried out to determine electors' responses to four possible
designs for the STV ballot paper to be used in the local government
elections in May 2007.

There was a clear preference for alphabetical listing by party name
rather than by candidate name, and for the party names to be printed
in a column to the left of the candidates' names in addition to the
inclusion of party emblems to the right of the candidates' names.
The party-order listing preferred by the electors is supported by the
Labour Party but is opposed by most of the other political parties.
The Scottish Executive (Labour - Liberal Democrat coalition) has yet
to make its decision on the design.
