MaxMind GeoIP C Library running on Windows

The MaxMind GeoIP API is a great tool in any ruby or rails
application. They offer a free binary database and C Library with
numerous API libraries in many languages, including ruby. For most of
the API's to work, you need to compile the C library on your machine
first.

On linux boxes, it's fairly straight forward. On OS X with some time
and frustration it compiles. I have yet to find a way to compile the
MaxMind C Library though on Windows. If anyone has any experience
doing this, let me know how you did it.
