Installation of pre-built VOS on Mac OS X needs gfortran

It has been discovered that installation of pre-built VOS on Mac OS X requires the prior installation of gfortran. See Section 4.5.4 of VICAR_build_3.0.pdf (Build Preparation/Prerequisites for Mac OS X/Gnu Compilers).
