Project/Program Description:
The Mainframe Retirement Program (MRP) initiative involves:
. The delivery of functionality replacing Mainframe system capabilities or
dependencies currently used by the business
. The disablement, by January 2012, and eventual decommissioning of the
Mainframe systems by March 2012.
This is a 5 year program with 2 years and approximately $16M remaining to
complete the migration off the mainframe. Currently this program involves
about 20 projects of which 8 are underway, 6 to start in 2010-11, and the
remaining 6 for 2011-12.
Mandatory requirements:
Mandatory requirements that must be met by the candidate include:
1. Hands on experience managing a complex software development program with
multiple concurrent development teams in a large corporate environment, 7
years.
2. Hands on experience with the full life cycle of Project Management,
including planning, budgeting estimating, execution and close out, 7 years.
3. Hands on experience managing COTS implementation projects of medium to
high complexity, including COTS integration with custom-developed software,
3 years
4. Experience working on iterative and/or Agile software development
projects, 5 years.
5. Excellent leadership, communication and interpersonal skills at all
levels (Executive to Operating Groups), 7+ years.
Rated Requirements:
Desirable Qualifications will be given important consideration in assessing
suitability of the candidate and they include:
A. Experience managing software development projects with emphasis on:
. Incremental, iterative development
. Integration across multiple projects Experience with Mainframe Systems or
the retirement of Mainframe applications.
B. Experience managing RUP software development projects
C. Experience with Mainframe Systems or the retirement of Mainframe
applications, including Oil and Gas data management and reporting systems
D. Experience with use of Microsoft Project
E. Project Mgmt Professional (PMP) certification - indicate year achieved
F. Experience at the Energy Resources Conservation Board.
G. Experience in the Oil and Gas Industry.
Responsibilities/Tasks:
Overall management and oversight on all Mainframe Retirement Program
(MRP)-related initiatives - this includes, but is not limited to:
. Consolidated Program planning across all Delivery Program Teams, aligned
with current business priorities, factors ERCB infrastructure upgrades and
other enterprise initiatives that have an impact or dependency on the MRP
Program
. Consolidated MRP status reporting across all Delivery Program Teams at
regular intervals, including progress & financial reporting
. MRP Program execution oversight:
o Ensuring the project teams deliver on schedule and within budget, in
accordance with the program plan
o Proactively monitoring the overall program progress, resolving issues and
initiating corrective action as appropriate
o Managing both the dependencies and interfaces between projects, ensuring
the overall integrity of the program including alignment with corporate
standards
o Managing overall program risks and issues
o Managing the communications with all stakeholders
o Ensuring there is effective allocation of common resources and skills
within the program portfolio
. Close collaboration with Delivery Program Coordinators, their respective
Senior Project Managers, and MRP-specific Project Leaders in addressing
overall planning, delivery approach, risk/issue management and reporting
. Management of the overall MRP budget
The position will report directly to the Chief Information Officer. Regular
reporting is to be provided to the Mainframe Retirement Leadership Team, the
ISS Management Team and the IT Steering Committee. In addition, a matrix
reporting structure exists whereby MRP Project Leaders will report to the
MRP Program Manager and to their respective Delivery Program Teams.
