Compiler version/C++ standard juggling: a review

Hi all,

Following on from input on C++17, C++20 and to what extent there could be wiggle room on language and compiler version compatibility, Mark Final has pulled together some notes for us, with additional input and sense-checking from other experts on the VFX RP Committee.

The result is hopefully a useful reference beyond VFX25, particularly as it's rare to come across cross-platform C++ compatibility bits summarised in a single resource.

If there are suggestions for edits / corrections / improvements, or additional ideas to consider, please do put them forward here, or over on the ASWF Slack channel (#vfx_reference_platform).

Thanks again for the ideas put forward by the community earlier this year.
