[CY2024] Qt 6.5 LTS has been released

For vendors and developers who are looking to get a jump start on CY2024 testing for the next iteration of their products and projects, The Qt Company has released Qt 6.5 LTS today which will be supported until April 2026.

A few things I feel are worth noting:

- Qt 6.5 adds RHEL 9 as an explicitly supported target platform. However, it would be appreciated if software providers could validate and support their current CY2023 initiatives using Qt 5.15 on EL9 as soon as is feasibly possible.
- Similar to Qt 5.15, Qt will only provide LTS patches to customers once Qt 6.6 is released. Users of the open source variants will need to wait 12 months to receive those patches unless another party chooses to track and backport relevant fixes as a community patchset. For example, today Qt 5.15 LTS is on 5.15.14, but the community only has up to 5.15.8 from TQC directly.
