Central government employee unions, led by the National Council of the Joint Consultative Machinery (NC-JCM), have officially submitted a memorandum to the 8th Pay Commission demanding a minimum basic pay of ₹69,000. This proposal was submitted on April 14, 2026, as part of the commission's consultative process. 
Key Components of the Demand
  • Minimum Basic Pay: Proposed to increase from the current ₹18,000 to ₹69,000.
  • Fitment Factor: Unions are pushing for a multiplier of 3.833 to revise existing basic pay and pensions.
  • Family Unit Expansion: The demand is based on a revised calculation considering a 5-member family unit (including dependent parents), rather than the current 3-unit model.
  • Nutrition Standards: The wage calculation is benchmarked against the ICMR-recommended 3,490 kcal dietary requirement for physically demanding work.
  • Annual Increment: A request to double the annual increment from 3% to 6%. 
Current Status and Timeline
  • Effective Date: Unions have demanded that all benefits be effective retrospectively from January 1, 2026.
  • Official Implementation: The 8th Pay Commission is expected to submit its final report by mid-2027. Actual implementation and disbursement of arrears may not occur until late 2027 or early 2028.
