No app or policy holds any meaning if it is not implemented honestly and rigorously. It has been repeatedly found that ECHS functionaries remain inactive and indifferent, neglecting their responsibilities and obstructing the effective functioning of the scheme. Such clear indifference not only defeats the purpose of the scheme but also represents a serious failure of responsibility.
