1. Sir, the analysis of four annexures of CGDA given in reply under RTI Act of 2005 gives working out of Rank Pay Arrears of four different officers.
2. Annexure B1. It pertains to a Capt as on 01 Jan 1986, promoted to Maj on 01 Sep 1987 and retires as Maj on 31 Jan 1995 gets Rank Pay arrears of Rs 47, 831. This is not relevant to you!.
3. Annexure B2. This is for a Lt Col as on 01 Jan 1986 who stagnates at Rs 5,100 and gets promoted as Col on 01 Jan 1992 and retires on 31 Jan 1995 with two stagnation increments gets Rank Pay Arrears of Rs 56, 211. The arrears per month in this case as Lt Col comes to Rs 600 pm. A portion of this example may be applicable to you.
4. Annexure B3. This is for Col as on 01 Jan 1986, gets promoted as Brig on 01 Jan 1989 and retires with two stagnation increments on 31 Aug 1993. He gets only Rs 19,110 because arrears as Col and Brig are very negligible. A portion of this example applies to you.
5. Annexure B4. This is the sad case of poor Brigs. He is a Brig as on 01 Jan 1986 gets two stagnation increments and retires on 30 Apr 1990. His Rank Pay arrears is woefully small at Rs 4,200.
6. Let us take your case. You were a Lt Col as on 01 Jan 1986. Promoted to the Rank of Col on 23 Feb 1987. You took premature retirement on 31 Aug 1993. With this data, let us see how much you are likely to get as Rank Pay Arrears from the example given in Annx B2 and B3. As per CGDA calculations you should get :-
(a) Arrears as Lt Col from 01 Jan 1986 to 22 Feb 1987. @ Rs 600 pm for 14 months = Rs 8,400
(b) Arrears as Col from 23 Feb 1987 to 31 Aug 1993. @ Rs 300 pm for 6 years 6 months = 300 x 78 = Rs 23,400
(c) Total Arrears=(a+b) = Rs 31,800
(d) Interest from 01 Jan 2006 to 28 Feb 2013 or March 2013 = 31800 x 6 x 6/100 = Rs 11,448
(e) Income Tax @ 10% of (a) + (b) = Rs 1463
(f) Education cess @ 3% on IT = Rs 44
(g) Net remittance to Banker = (c) + (d) - (e) - (f) = Rs 41741
