In kaliyug, he ought file an appeal and name others, as was done bravely by the Tahsildar — caught for bribery by ACB Karnataka— who refused to share the bribe, and named the DC, the seniormost IAS officer of Bengaluru, as the real recipient, leading to the High Court demanding an FIR against the officer, removal from post, suspension, arrest by ACB and judicial remand - a first anywhere! The DC also officiates as single executive judge of revenue courts, where large tracts of land (granted in the '50s-'70s to minority tribals for free) are litigated on. In BLR it is normal for sending colluding brokers, inducing them to invoke provisions of law claiming illiteracy and no payment received, AFTER the land had been converted into a layout over many years, and sold to multiple retail home owners. The law grants AC/DC- revenue courts to order to vacate the land on such complaint (when city development comes near its location) using police powers, to restore it to the original tribal allotee AND SOON oversee the division at 50-50 with real estate apartment developers. Defence procurements are few and far between, in comparison.
I'm reminded of my own complaints against illegal additional payment commonly demanded by empanelled hospitals in BLR during discharge after minor procedures, and RC keeping quiet when informed. The MD promised to look into it......
