 One thing I can't understand --pension is calculated on the emoluments drawn at the time of retirement. After VI CPC 33 years  of service for full pension has been done away with--pension is based on the last pay / emoluments drawn--average of last 10 months emoluments is no more in vogue.

An individual who serves for a longer time in a rank gets increments and his emoluments would be higher than an individual who serves in that rank for a lesser period, as the former got the rank earlier than the latter, but both have the same length of total service. If the pension of both is the same, why should a chap continue to serve longer in that rank instead of taking premature retirement and utilise the time /age gained by it for some other occupation and earn  some amount  in addition to the pension?  Further, would it not be injustice to a chap who served longer in the rank being equated with a chap serving for a lesser period in that rank ? 
 
I may be considered by all the OROP Pundits to be off the mark / gone berserk by such thoughts -- but the definition of same length of service originated when all the modifications in the pension calculations were brought in by successive pay commissions did not exist ! Any way, whatever the mode of calculation is finalised still there will be persons who would not be satisfied due to differing individual situations.
Hopefully Republic day will bring us the much awaited OROP .
