PHASED REPLACEMENT OF OLD CANTEEN SMART CARDS

Canteen Smart Cards and Canteen inventory Management System were introduced in URCs in 2004. The Smart Cards were revised with additional security features in October 2010, such as storage of photo in chip and increased chip memory from 16 kb and recently to 64 kb. The Requirement was felt to renew these cards in phases for operational efficiency. The SOP in accordance with DDGCS letter No 96301/Q/DDGCS/Policy date 15 May 2013, elaborates the procedures for implementing phased replacement of Old Canteen Smart Cards

The Phased replacement of all Smart Cards issued prior to October 2010 shall be done as per time frame as under:-

Date Event/Action

01 Aug 13 to 31 Jul 14 Replace of all Smart Cards issued in 2003-2004
01 Aug 14 to 31 Oct 14 Cushion Period 3 months to cater for left over cases of 2003-2004
01 Nov 14 to 31 Dec 15 Replacement of Smart Cards issued in 2005.
01 Jun 16 to 31 Mar 16 Cushion period 3 months
01 Apr 16 onwards 

Replacement of Smart Cards issued 01 Jan 2006 onwards will be done as per warning displayed during customers visit to URC keeping the 10 years shelf life in view, as also for cards which have got smudged/defaced in an earlier time frame

Applying/Reapplying. 

The Applicant must tick the correct box-Re-Applying in all case of re-applying, be it is part of phased change of old Smart Cards or due to other requirement (Such as Cards damaged, lost, category change) Applicant must tick in “ Fresh” box only when applying for Smart Cards for the first time. 

In case of Re-applying, enter Old Liquor/Grocery Cards ID. This is a mandatory field for all cases of Re-applying. The Printed number on the Old Liquor/Grocery Card must be correctly entered here. 

Applicant's Mobile No must be entered by the applicant. 

It is preferable and operationally efficient to apply for all required Smart Cards in one single application. Incase dependent Smart Cards are applied separately at a late stage, the old dependent Smart Cards will be temporarily blocked on activation of new parent grocery Smart Card. On being inserted for billing, old dependent Smart Cards not linked to newly activated parent grocery Smart Cards, CIMS will flash message – 'Your old primary grocery card is hot listed'. 

Please get your dependent cards reactivated with the newly personalized grocery card for distribution of entitlement.

Veteran applicants have the option of applying for Combined Grocery and Liquor Smart Cards, but this smart cards has some major disadvantages, vis-à-vis Separate Grocery namely -Additional amount of Rs 1500/- available in Liquor Smart Cards is not available in combined Grocery & Liquor Smart Cards. -There is no provision for issuing Dependent Smart Cards based on this Smart Card. Applicants have to apply afresh to a separate grocery and dependent Smart Cards if needed.

Sir,

I am an Ex Serviceman. Canteen card issued from Bhubaneswar in 2006 and currently staying at Chennai. Till date there was no issue for buying Grocery from any canteen. But, few days back requested a canteen manager to renew my card, to buy grocery. But, they refused to do so as there is a new software installed and there is no provision to renew other unit canteen cards.

My question is :

Smart cards was introduced to avoid black selling of canteen items and card holder have facility to buy from any canteen in any part of India and maximum limit was capped. If to renew our card, I have to travel 2500 Kms, then the purpose of smart cards became meaningless now. Again, if I will renew it from Bhubaneswar, they may say that, I am not eligible to buy canteen items from other canteen...

     It is intimated that since 24 Feb 2015 I have submitted the application for replacement of my old canteen smart card three times through Bengal Tiger Canteen Kolkata  vide application numbers 0505354 dt 24 Feb 2015, 0527632 dt 16 May 2016 & 0554447 dt 04 Dec 2015 but till to date I have not received any card. The reason is not understood whenever I inquired about the same from canteen they suggest me to submit fresh application along with photos and other connected documents. Hence it is requested you Sir please tell me the present position and when I will get the Canteen Smart card. Since about twelve months I am purchasing the Grocery item from local market. Being a retired person it is financial burden for me. Please help me sir.

Dear Sir‚

There is no facility of online replacement of phased out CSD cards. You need to go to nearest CSD canteen where a form is needed to be filled with copy of your discharge book/ pension book. You will also need to attach passport size photo of yours and joint photo with your wife. There are  two cards  made - one bearing your photo alone is for liquor and another one with joint photo is grocery card.

Retain to acknowledgement slip once application is  deposited. Inquire after 15-20 days within period cards would be  ready. While collecting these cards you need to  carry original discharge/pension papers.

Yes by all means you can get your csd card renewed from any Canteen. I have done it. My first card was issued by Delhi Area CSD, and was renewed by ESM Canteen, Gurgaon and subsequently by Air Force Canteen at Rajokeri in Delhi.

For renewal of CSD Card you have to present your existing card at the CSD office and a clk appointed for the job by the OIC Canteen will renew it for another year in minutes. 

In case you have to get fresh or replace your existing card, fill up Application form for CSD Card. The form is available with all CSD Canteen offices. All instructions are on it. Its green in colour. Fill it and present it to your CSD canteen along with your old card with the cost of new Card in cash.

My CSD smart cards needs to be replaced/changed as it has become 10 year old. The cards were issued from Jodhpur, presently my family is residing at Lucknow and having no connection with Jodhpur. I have personally approached to Surya Canteen Lucknow for issuing fresh cards with all relevant documents in original i.e. PPO, Discharge Book, Identity Card, Canteen Cards and PAN Card. Concerned dealing clerk stated that by any means I need to go to Jodhpur and get NOC from Jodhpur Soldier Board then register  in Lucknow Soldier Board, thereafter my papers would be processed. Further I was asked to move to Sub Area HQ for the purpose. The dealing person advised me way out as under:-

(1) Go to Jodhpur and apply for fresh cards from there itself and after 2-3 months may get confirmation call then again go and collect your new cards.                

 Or

(2) Go to Jodhpur Soldier Board, surrender your Identity Card, take NOC and get endorsed in discharge book, Lucknow as permanent address, register yourself in Lucknow Soldier Board and apply afresh for new canteen card at Lucknow.

Sir, I really find myself in helpless condition and totally confused. I humbly request you to kindly let me know the rule position or whom to approach so that my cards could be issued afresh without making trip to Jodhpur.

I only think tomorrow they may ask you to go to your Academy from where you passed out to get a certificate that you did under go training to become officer. There is some misunderstanding. As long as you have your original CSD cards and your Original PPO on which endorsement on issue of these cards was made 10 years back. Now you wish to change them with new ones, the present station canteen will do that. Kindly talk to the OIC Canteen or AQMG / ColQ in Sub Area.

Sir,

       I am an Ex-Sgt of IAF discharged from IAF on 31.03.2006 after 20 years of Service.  I was drawing my liquor and groceries from CSD Canteen Kuttanelloor, Trichur.  As it was told to me that the cards have expired, I have applied for renewal of my CSD Smart Cards for grocery and liquor from CSD Canteen Trichur in end July 2017.  The office told me that the new cards will be in by September 2017.  Till date, there is no information on the renewed card.  Is there any agency or office where I can find out the present position of the renewal, please.  Can anyone advise me on this ?

I submitted application for replacement of my old smart card through INS Netaji Subhas unit run Canteen, Hastings, Kolkata vide Application No.0729987 dated 18 01 2019 but till to date I have not received any feedback or card. Whenever I enquired about the card, canteen can't say anything about.Please do intimate the present status of my application. A year has been passed.
