Ex-servicemen Delegation

Dear  Veterans

 

1.         An Ex-Servicemen delegation headed by Dr TC Rao, Chairman, Ex-Servicemen Dept  DPCC, met Dr MM Pallam Raju, Hon’ble Defence Minister of State on 23 Feb 2012, in his office to apprise him about certain difficulties faced by Ex-Servicemen.

2.         Hon’ble Minister had also called Defence Secretary (ESW), Deputy Secretary(ESW) & Director General of Resettlement to be present in the meeting.

3.         At the start of the meeting, Dr Rao thanked Hon’ble Minister for sparing his valuable time out his busy routine & also mentioned that he is grateful to him that he has always solved the problems of Ex-Servicemen.  Dr Rao also appreciated the efforts of secretary (ESW) who is concerned about the problems of Ex-Servicemen and trying to reform the system.  Dr Rao also mentioned that DGR is making all out efforts to bring transparency in the system and stream lined the procedures which is going to help ex-servicemen in long run.      

4.         Points which were discussed and assurance given by the RRM are as under:-

 

Attestation and Certification by 1^st Class Magistrate.

(a)  As per the latest guidelines, documents pertaining to empanelment of Security Agency are to be attested and signed by 1^st Class Magistrate.  The Secretary (ESW) admitted that 1^st Class Magistrate will hesitate to sign such documents.  Instructions are being issued that signature & attestation by Notary Public will be accepted as was done earlier.

(b)     Already empanelled Security agencies will not be asked to submit fresh documents, except strength return.

(c)     Certificate regarding non-employment status will only be submitted on allotment of Security Guards and not at the time of Registering the security agency for empanelment.

(d)     Acknowledgement/Proof of submission of PSARA licence from concerned Police authority, will be accepted by DGR for issuing of sponsorship. 

(e)  Office space in commercial and in notified area will not be insisted upon by DGR.         

(f)   Minimum wages to be revised to protect the wages being drawn by the security guard. 

(g)       In lieu of gratuity, terminal benefits will be introduced after obtaining the views of the labour Ministry.

(h)        Issuing of pending sponsorships will be issued immediately.

 

Interaction with DGR 

(a)  DGR mentioned that he is always approachable to visiting Ex-Servicemen in his office, if they are not satisfied with  the decision taken by his staff.  DGR admitted that he meets at least   15-20 visiting Ex-Servicemen  in his office every day to solve their problems, Which everybody appreciated.

(b)   Hon’ble Minister mentioned that such interaction with Ex-Servicemen delegation about their problems, are welcomed and asked Secretary (ESW) & DGR to be more sympathetic & positive to their genuine problems.       

(c)    It was also assured that a meeting between users & DGR should be organized at least once in year in order to obtain the feed back.

(d)    DGR assured that interaction between Ex-Servicemen and DGR staff process will be  revised, and will be more cordial, friendly  and positive.  

6.         The meeting ended with a positive note with an advise by Hon’ble  Minister to Secretary (ESW) & DGR to have more interaction with users so that their problems are solved and Ex-Servicemen visiting DGR office are shown respect.

7.         we are hopeful for the positive result in next few days with the issue of fresh directions to DGR on said points .
