Dear all
 Earlier the MOD letter of 5-9-17 was circulated by me. This is a corollary by pcda(p) to the same.
 Firstly, the PCDA(O) has to fix our notional pay for each successive CPC after our retirement  and finally in the VII CPC Pay Matrix. Thereafter pcda(p) / concerned pension sanctioning authorities for Navy and AF will revise the pension as on 1-1-2016 based on such Notional Pay in VII CPC Pay matrix. If this amount of pension is lower than that already being paid by the 2.57 multiplication formula, the higher  amount will be the  new revised pension wef 1-1-2016.

 Here the problem that will be faced is that the pcda(o) does not keep pay records of those who retired more than 10 years ago. ie the pay records of retired persons are kept with the pcda(o) upto end of 10 years from date of retirement of the individual and thereafter destroyed. AHQ record offices keep the personal files of retired personnel upto 30 years from the date of retirement and then destroy them but pay particulars won't be in them. . Thus, for such persons who retired  more than 10 years ago the pcda(o) will find it difficult to fix their notional pay in the earlier pay commission scales of pay of IV, V, VI CPCs, as applicable to the concerned individuals.

So each one of us should dig up our files and take out the LPC issued on retirement , Pay slips (statement of account) of at least the last month of service,if not earlier ones upto 10 months before retirement. Also for those who retired before the IV CPC (yours truly is one of them!), the CDA(O)'s letter in which their notional pay of IV CPC wef 1-1-1986 was fixed based on which the cda(p) fixed their pension in V CPC Scales (modified parity pension) wef 1-1-1996 would be of great use for the pcda(o) to undertake the task of fixing the NOTIONAL pay in VII CPC pay matrix. 

Once you find them, write to pcda(o) with copies of the said documents along with the service particulars of personal No.,Dates of EC/SSC/PC, date of seniority, Date of retirement and  the last appointment held. PCDA(O) himself may call for these particulars , as they did for rank pay,. Please be on the look out for such a circular from pcda(o). Respective CsDA of Navy and AF will be applicable to Navy and AF personnel- depending on who issued the first ppo after retirement--before 1985 PCDA(P) was responsible for pensions of Navy and AF too, in so far as I know.
 The problem will be greater in respect of Family pensioners as most of them would not even know what these are all about and may not be able to trace their spouses' documents. Please try to help out such family pensioners known to you.

Sir

All financial documents are to be preserved for complete life time of an officer. Certain documents do get weeded out after 15 yrs. PCDA (o) does keep record of LPC of all officers for more then ten years. Record of monthly pay could be preserved for at least 14 yrs. 80 % of pensioners LPC was revised in 2012 after Rank Pay arrears. Officer’s who had retired in 90’s were issued revised LPC in 2012, after nearly 20 yrs of retirement.  So LPC of all officers are preserved till the offr is in receipt of his pension. Only after the demise these get destroyed, in case his family has preceded to heavenly abode.
