REPLACEMENT OF CANTEEN SMART CARDS – REQUEST FOR
IMPROVEMENT OF SECURITY/PROTECTION TO THE CARD HOLDER
It is learnt that the Canteen Smart Cards have a shelf
life of 10 years. Hence all the cards
issued during 2003-2004 are to be replaced with a new card with additional
security features such as storage of photo in chip and increased chip memory
from 16 kb to 64 kb on payment of Rs.135.
An ordinary member of the canteen does not know what are
the security features are incorporated in the new card. The smart cards and the Pin numbers are sent
to the Canteen in bulk. We feel that
there is no security in giving the PIN number and the card together at one
place. The PIN number suppose to be
secret and only given to the card holder in a sealed cover as done by the banks
while issuing ATM cards etc.
In the case of Canteen Smart Cards, what process is done
for generating PIN number is not known.
Whether the card holder can change the PIN number later date or not is also not known. At present, a new card and a print out for
the PIN number is given in an open form.
Hence we feel that there is no protection for the user in misusing the
card in the event of losing the same.
In the circumstances, we feel that the canteen smart card
issue should be done like banks issue of ATM cards. The Card and the PIN number should be
separated.

The card may be sent to the member by Registered post in
a sealed cover and the PIN number may be sent to the canteen in a sealed
cover. The card holder on production of
necessary ID can collect the PIN number from the Canteen
Manager. There is
no meaning in paying Rs.135 for the card having no security feature for the
card holder.
As the number of canteen card holders are increasing day
by day, it is important to restrict the misuse of cards by using available
technology.
Considering the turnover of the canteen to the tune of Rs.5000
crores and profit Rs. 400 crores, the top Canteen management should issue these
smart cards to the ex-servicemen (at least ORs) at free of cost.
It is also requested that the monetary limit of canteen
stores purchase be increased to at least Rs.5000 to ORs and corresponding
increase may be given to other categories.
