Hi All,
This is to give an update on our efforts made with Syndicate Bank to complete action by them to clear all pending arrears to pensioners after they conducted their Pension camps in Hyderabad & Secunderabad.

After the camp I had followed up with their Head Office to give list of all pensioners whose arrears have NOT been paid. I had specifically insisted on getting Branch wise list without Bank Account Number and Bank Balances. Please see below my recent email addressed to all from CMD downwards of Syndicate Bank for information of all.

They have cleared few cases pending for long and progress has been slow. They indicated that CPPC team has been augmented with additional manpower and most dues would be cleared by 17 Jul 2016.

I will continue to pursue the matter with Syndicate Bank as I have established contact with few top officials of Syndicate Bank.  I request Pension cells of ESMs and other volunteers should take up this issue with CPPC of other banks to clearly identify those whose arrears have NOT been paid so far. Mere seeking such list itself would make them work to clear arrears instead of approaching AFTs or Courts for redress making the cases sub judice and resultant delays in getting response from Govt. We can go legal route after this effort is made and the number of such cases would be minimum.

I do not have access to many other groups. Will be grateful if this information is posted to other groups by members of the group receiving this email.

I am once again attaching two page format to facilitate all pensioners to consolidate all pension information on two sheets of paper for their record and initiate action where required.

Dear Sirs,

This is to thank you for acknowledging the receipt of our complaint and do hope that all complaints would get such prompt acknowledgment without throwing the responsibility on PCDA or some other agency by initiating action by CPPC as per PCDA circulars received from time to time to resolve issues. It is essential to clean up and update your database of all pensioners as soon as possible as 7th Pay commission arrears would be due to be paid soon form Jan 2016. 

I had taken up this initiative knowing that arrears are NOT paid to those who did/could NOT approach PDAs. When I contacted your Sainikpuri branch for information, the person dealing with pensioners casually mentioned that only couple of them in single digit are not paid arrears. After the camp conducted by your Bank in Hyderabad, I had asked for list, and they indicated a number of 45 cases out of total of 700 Defense pensioners still pending. When I checked the list, all 45 cases have NO reason for NOT getting their dues and majority are those who did NOT approach PDA for their arrears. This must be same situation for all other Branches and Banks.

Thus my focus remained to identify those pensioners who have NOT approached PDAs for arrears so far, for some reason or other and requested for data to reach out such people with the help of other Ex-Servicemen Govt. or voluntary organisations or individual veterans to find out reasons for their inability to approach PDA or others for help. I had earlier requested such list pan India from your Bank and there has been some reluctance in this regard and it was indicated to me by your officials in earlier correspondence that such sharing information requires approval of competent authority of your Bank. I am sure such collection of information would also help your Bank to resolve many pending cases. Information I need does NOT include Bank account number and their account Balance. I am specifying the information I need to pursue my intention of reaching out such pensioners to help them get their dues:

1. Name of pensioner with current address and contact number as specified in latest Life certificate including person nominated by the pensioner due to some disabilities.
2. Other basic details such as:
    - Branch name, Type of pension, original PPO Number, DOB
      Pensioner, Pension start date, Amount of pension being paid Now 
    - Rank/Category (Old & New), Net Qualifying service,
    - Account active or NOT, if NOT active since when
    - Arrears/Pension: Type of Arrears, Due from date, Reasons for
      delay

I am aware that gathering such information may have taken several months manually but since most of the accounts are centrally digitised and complete data base is readily available, I am sure generating such data in the form of EXCEL sheet should not take much time branch wise. 

Mr Rama Murthy, your chief Customer Service Officer had confirmed that he had detailed meeting with CMD on suggestions given by me earlier and approval accorded to majority of them for implementation.

As I understood from your staff during several discussions at various levels, you are making sincere efforts to clear most of outstanding cases. We are thankful to you for making special efforts by augmenting your team at CPPC to settle as many as possible. I was also informed that most of the arrears due would be cleared by 17 July 2016. I hope to receive such Branch wise list by end July 2016 to reach out to those unfortunate pensioners who are not paid arrears to ascertain reasons for their inability to reach PDAs through various means available including District Sainik Welfare Boards. 

As I am going out of the country for some time and will be accessible by email only, my fellow veteran Col Amarnath Tummala who was associated with me for this cause would continue to refer cases and follow up with CPPC and other Managers for resolving cases which come to our notice.

              Syndicate Bank does not have the Monthly Pension slip on its website and is not Veteran friendly. Due Drawn statements are not sent to pensioners either online or by post.The local banks are not helping any pensioner and CPPC is the villain in the search for answers.

                Younger clerical staff are not trained to understand and correctly guide the pensioners.The staff is not aware of the rank structure, groups etc.a training program in situ must be org at different locations in the country with the help of Veterans.

  CORRIGENDUM PPO

                      The Banks are wrongly guiding pensioners to write to PCDA(P),Allahabad for Corrigendum PPO.
PCDA(P)/Jt CDA/CDA will not directly issue Corrigendum PPO unless application/letter is routed through Record Office/DAV( IAF)/Naval Records for PBOR and respective service Hqs for Officers.

I just went through the experience of associating myself with couple of dedicated volunteers with the Pensioners' Camp conducted by Syndicate Bank for all Defense Pensioners on 6th & 7th Jun 2016 at Hyderabad/Secunderabad mainly to attend to cases of delayed payment of arrears. Syndicate Bank has publicised the event locally with hoardings and pamphlets.

Once Bank has communicated me the dates of the camp, I could communicate to all through various groups and also each district of AP & Telangana through Director, Sainik Welfare Board and Local AIr Force Association. Had discussion with couple of local ESM groups/organisations and briefed them on the main focus of proposed camp and requested for some support. I have received 10 cases by email from Kerala through Bihar and few NRIs. One veteran Col Amarnath Tummala from Arty has been dealing with such issues silently for families has been a great help in making this camp great success. 

Our team's experience during the conduct of this camp for two days has been that Pensioners indulge in writing long letters or lecturing the staff what should be done or should NOT be done ignoring submission of essential details required for taking action by PDAs/PCDAs/CDAs/Respective Administrative controlling authorities. Main problems experienced for delayed payment of arrears during camp are:

1. Non issue of corrigendums to PPOs by respective PCDAs/CDAs specifying Qualifying Service (QS) & Spouse name and Age for early retirees prior to digitisation of PPOs by Pension Controlling Authorities.

2. Nomination for Life Time Arrears.

3. Lack of original records with the pensioner and PDAs to authenticate essential information.


I understand that the Chairman of the Bank has directed the bank's Internal Ombudsman (Chief Customer Service Officer) from their Corporate HQ to be present during this camp to monitor and resolve as many cases as possible. Core team of CPPC from Manipal has come with all pensioners' pan India data to attend to cases pertaining to any Branch. CPPC staff have accepted any official document confirming Qualifying Service to settle cases and settled many cases.

In preparation for the camp, I prepared a simple format to be filled by each pensioner coming to the camp to resolve the issue as against the format suggested by the Bank and the format did help in settling anomalies/arrears issues online without much discussion/argument or loss of time by the CPPC team. About 200 pensioners utilised this opportunity and 95% cases have been settled by the CPPC staff and dues are credited to their account instantaneously handing them over dues drawn statement as on 01 Feb 2016 with a promise to credit the amount by the next day to individual accountsIt has been a rewarding and fulfilling experience to receive calls/emails from pensioners whose dues have been credited to their accounts as promised by the next day. 

One important necessity felt by the Bank Staff and volunteers who supported me is the involvement of few dedicated knowledgeable volunteers from ESM organisations in the station to help run such camps smoothly and successfully. Many pensioners just came as if they were going to Bank to verify their dues. Few knowledgeable volunteers screening them with details filled in the format and sending them in order of their registration having specific problem cases helped in resolving pending dues of deserving pensioners during the short time available. 

This format has been further modified after sitting with CPPC team and listening to pensioners for two days to make it a general format to serve as an individual and PDA checklist. Same format can be filled and sent to any office, PDA/PCA/respective CDAs/Record Offices or any other Administrative controlling authorities concerning pension related issues by filling necessary details only for redress. I have tried to  incorporate as many details essential and beneficial to the pensioner/PDA for ready reference. Please find two pages of the format prepared which could be printed on both sides of a single page.Those who wish to organise their pension particulars data on a single sheet may give a try. If considered suitable Directors of Sainik Welfare of states may get this translated to local languages for the benefit of the current and future pensioners. PDAs may look at this format and may make changes to the format if required to suit their functioning at CPPC and branches. I made this attempt considering that there are large number pensioners (Estimated to be nearly 25 Lacs) whose dues are to be paid for want of Corrigendums to PPOs by the respective PCDAs/CDAs.

Major advantages of using this format are:

1. Readily available reckoner/check list of all essential available data to the pensioner/PDA for immediate access without the need of searching for information on a single page printed on both sides.
2. Help in initiating action by the pensioner/PDA to complete actions necessary beneficial to pensioner/family or PDA.
3. Easy to fill online being in word format and submit to the respective authorities by email or normal mail for action filling essential information available/known to the respective authorities to redress any grievance related to Pension issues.
4. Provision to check and enclose documents available and necessary to attend to the issue by respective authorities.
5. Provision to acknowledge the complaint by the respective authorities and also respond by SMS or email or normal mail after settling the issue with their remarks.

I must place on record my sincere thanks to Brig Vidyasagar of TSEWA & Col Amarnath for your timely support and full involvement on both days helping veterans to get their dues.Thanks to Col Moghe for giving DVVGH volunteer for a day. Thank to Col Ramesh Kumar, Director Sainik Welfare Board,TS for your office involvement. Thanks to Wg Cdr T J Reddy for the support for the camp at Sainikpuri Branch and AFA at Begumpet Branch. Thanks to veteran Col KLK Prasad, Arty for the administrative support. Thanks to Brig Narinder Dhand & Brig Vijay Raheja for their online help.

Finally, our sincere gratitude to the Chairman and all Staff of Syndicate Bank for their initiative to conduct this camp. CPPC senior staff had come with their complete digitised data to attend to problems of any branch in India and successfully solved many old cases with positive attitude to resolve accepting any official document available with pensioners. Syndicate Bank is planning to conduct similar camp in Bangalore next week. Dear Col Rao,

For such delay the erring Bank / Pension Paying Authority is obliged to pay interest @12% pa for the delayed period. It is quite a delay. I received my arrears in the last FY itself. 

You can get interest only on Court's Order.

In such cases the Courts pass Order on the very first hearing and dispose of the case.

The Order generally is like this: 

"Heard. Respondents are directed to pay the arrears within two weeks with interest @12% pa for the delayed period. The petition is accordingly disposed of."

So, please do not mislead those who wish to prefer petition for their justifiable cause. Pension Paying Authority (Bank or the PAO or the CCDA (P), as the case may be) owe duty to the customer/pensioner to act with due haste in such matters.

This is to inform that Syndicate Bank did pay interest of 8% without asking in a case I had taken up. 
My intent of waiting for sometime till we take final call to go legal is to give a chance to  PDAs to clear the mess created by PCAs suddenly passing on the other onus on PDAs through several circulars.

My two penny worth. Last month, Syndicate Bank had to pay me interest@8% for delayed payment of OROP but I had to go to the Banking Ombudsman and pursue it there vigorously.

Good that you exercised your right. You were intelligent enough to go for the redressal. Those who remain content don't get anything. 

The purpose of my writing was to cause awareness amongst the veterans of their rights. 

To receive pensionary awards and receive them on time is a right of any pensioner. He has to be duly compensated for any delay in payment. In fact the Apex Court has held that the officer responsible for such delay should be made to pay. However, in that case the officer responsible for the delay was not made a party to the case. 

We all must be aware of and assert our rights, while do performing our duties.
