1. The Hon’ble Supreme court of five judge bench observed that Aaadhar need not be linked to the entire population. Extract of their question – answer session with learned Attorney General of Govt of India during hearing of need to link Aadhaar to bank account is given below:-
“The Supreme Court on Thursday observed that Aadhaar can do little to stop banking frauds and also questioned the Centre for asking the entire population to link their mobile phones with the unique identity card “just to catch a few terrorists”.
2. You must understand the same argument goes in favour of TSEWA when we challenge the quixotic policy of MD ECHS to (a) ask all 54 lakh members of ECHS to upgrade their 16 kb / 32 kb cards to weed out bogus ECHS cards and (b) asking all disabled soldiers for life to go for review medical board to prove that they are disabled soldiers when duly constituted medical boards at MHs/BHs/ Command Hospitals / R & R Hospitals, New Delhi have conducted many tests to prove that they are in fact disabled soldiers.
3. The National Executive Committee of TSEWA has taken a right decision to challenge the imposition of such illegal and illogical decisions of Central Organisation of ECHS at the behest of Min of Def (ESW) on all 54 lakh members of ECHS who are in possession of 16 kb / 32 kb cards to upgrade to 64 kb card as the later is not going to be useful as old cards are quite adequate to store all medical information of member. The need for uploading personal particulars like bank account no, name of bank, IFSC and specimen signature is very dangerous as such information given to private card making company can play havouc with bank transactions of members of ECHS. ECHS is not able to confirm whether M/S SITL, the previous card making company retained details of 50 lakh members and Min of Def has ordered MD ECHS to find out from the old card making company.
4. Asking only those who are in possession of temporary slips since 2015 and to those who are going to pension establishment to upgrade to 64 kb card is understandable. But the process of uploading data is so complicated even computer savvy officers from Corps of Signals are not able to upload data in spite of repeated attempts. Why cannot Central Organisation tell the new card making company to copy the data already available in old cards (held in server of ECHS) to transfer into new cards.
5. CGHS from where ECHS has come out do not issue cards at such frequent intervals. They do not charge for any such change of cards if at all cards are to be given due to technological improvements.
6. Therefore I am quite confident that TSEWA will win the PIL case in Hon’ble Surpeme Court and bring relief to all members of ECHS who are in possession of 16 kb / 32 kb card not to go for upgrading to 64 kb card as it serves no purpose. If we do not step in now to reverse the decision to upgrade 64 kb card, we will be asked to upgrade to 128 kb or 256 kb or 512 kb or 1024 kb cards in few years down the line as every upgradation gets crores of rupees as commission to all involved in issue of new card.
7. Contribution from Non – Members of T SEWA. Some of the non-members have also sent their contributions for the legal case of filing PIL in Hon’ble Supreme Court. Therefore even non - members of TSEWA are most welcome to contribute for this noble cause if they chose to. It may please be understood that your contribution is totally voluntary.
8. Quantum of Contribution. TSEWA has to pay legal fees to file PIL in Hon’ble Supreme Court. At this stage it is not known what is the legal fees likely to be. It is known only when the case is heard and judgment is finally delivered. Therefore the NEC decided to ask contribution from members on voluntary basis. The contributions are as under:-
(a) Officers - Rs 1,000
(b) Wives of Deceased Officers - Rs 500
© JCOs - Rs 200
(d) NCOs - Rs 100
(e) Sepoys - Rs 50
(f) Wives of Deceased JCOs /OR - Nil
9. Refund. Once the judgment is received from Hon’ble Supreme Court and if it is found that we collected excess money then balance money will be refunded on proportionate basis.
10. Receipt of Contribution. Few Officers, JCOs /OR, members of TSEWA commenced remittance of their contribution. You are requested to send your contribution by either NEFT from your bank or through a cheque as explained below:-

11. Doubling of
Contribution by Wives of Deceased Officers. Though we requested wives of
deceased officers who are members of TSEWA to contribute only Rs 500 yet Smt
Vijaya Pagey wife of (late) Sqn Ldr Pagey and Smt Swarajya Lakshmi wife of
(late) Lt Col NVS Sarma have contributed Rs 1000. We are extremely
grateful to these two ladies for their generosity.
