Rank Pay Arrears
Yesterday we had a lecture by the Principal Director, Directorate of
Air veterans, Air commodore Patra in Sector 21, Noida. Some of the
high lights of the talk are:-

1. Rank pay arrears will be paid in two separate installments. The
first one by the AFCAO, consisting of the increase in pay due to rank
pay from 1.1 2006 till the date of retirement along with the
corresponding DA and the increase in Leave Encashment which is due to
this rank pay. The data of the officers whose details they have and
these will be published on their website after a week's time.
www.iafpensioners.gov.in. Please check your details in it and get in
touch with them if there are any corrections required. They will be
sending a mail to all and will be asking for additional details and
a pre receipt for the amount also. The letter will also be sent to the
concerned persons.


2. The second part of the installment will be paid by the bank on
instructions from the JCDA, CDA as the case may be. This will happen
after the Date of AV has vetted the details after cross checking with
AFCAO and informed the JCDA/CDA. This will come into your pension
account and will consist of increase in pension due to rank pay, the
corresponding arrears in DA and the increase in Gratuity. The fixation
will affect the fixation of pay in 1996 and if required in 2006 also.

As per the Supreme Court this is to be completed by the first week of
March and the Air Force is confident of doing this before the end
date. So keep your hopes up.

Now the Disability pension is to be given for life and in case of
problem faced by anybody then the Directorate will be able to help
them to get their dues.

Commutation will be restored after 15 years automatically by the Bank
with their software.


Increase in pension after 80 Years is by 20% along with DA increase.
After 85 Yrs it is35%
After 90 years it is 40%
After 95 years it is 50%
After 100 years it is100%.

The date of implementation will be the first day of the month in
which the date of birth falls. For example if 15 Jan then it will be
effective from 1 Jan itself, that is from the pension of Jan. The same
is also applicable to spouse also in case she is getting family
pension.

Before 1996 only covering letter was given to the retiring officer and
PPO was sent to the bank only. In case you do not have the PPO which
contains your joint photograph, name of the wife and her date of
birth, then contact the directorate and get a copy of it. Please check
that the name of wife and her date of birth is correctly recorded in
it. If not get it corrected now itself. Dte of Av will get a
corrigendum issued for correcting the same.

Normal family pension is 30% of the pay of the officer. Medical
pension is 60% and the disability pension is 100%.

The tax free pension is given to disability pensioners and Gallantry
Award pensioners and this Tax free pension will also be given to the
spouses after their death. If banks are not giving correct pension
then contact the Dte of AV for help and correction.

In case there are cases where the pension is to be given to children
after the death of pensioner then their names are to be endorsed in
the PPO in the form of corrigendum also. The PPO normally does not
contain details of children and in that case the Dte of AV is to be
contacted for getting a corrigendum issued for the children also.
Corrigendum’s have been issued after 2006 only and not before that.

For Dual family pension even though the Govt has announced it but it
is not applicable at present as Government order’s have not been
issued so far and will be applicable after order’s are received. Most
probably by month end.

Dte is about to sign an MOU with the Bangalore metro corporation next
week for employment of retired persons in the project. Approx
vacancies are 600-700 and will be done through placement cell which is
now functioning under the Dte.
The directorate has been holding training sessions for the Bank
Managers at their training institutes to make them aware of our
problems, difficulties and the possible help by the Dte. It has
completed for SBI and Union Bank and other banks are in the pipeline.
