I am Maj Vivek Panwar, 4 Med Regt,  pursuing MSC degree at Madras University as part of DSSC curriculum.
Topic of my Dissertation is "To examine the support system for veteran officers in Healthcare with respect to Referral through ECHS and Treatment in Empanelled Hospital".

May I request if Veteran officers can share their experiences and problem faced in ECHS scheme. It will be a valuable input for my Dissertation.

It must be clearly understood that ECHS, as an organisation, has no face of its own; therefore, accountability must be fixed squarely on the responsible officials—such as the Managing Director or the Regional Director or the Station Commander. Complaints must be directed against them individually so that they cannot escape responsibility under the cover of the system.

A Bengaluru-based ECHS polyclinic has displayed this notice without asking for Aadhaar:

The unfair trade practice of repeatedly insisting on documents such as a copy of the ECHS card, Aadhaar, cancelled cheque, prescription, NA certificate, specialist prescription, file cover, etc., at the time of submitting NA Medicines claims must be stopped forthwith. These documents are either submitted with the initial claim or are readily available in the ECHS system records/BPA database. Repeated demands not only cause undue hardship to veterans but also amount to harassment and delay in claim settlement. Only original Medicines along with the Contingent bill should be required.

⚠️ Important Advisory for All ECHS Beneficiaries

I required urgent medical consultation and visited an ECHS Polyclinic that was not my parent polyclinic. At the Help Desk, I encountered two ECHS volunteers—also Armed Forces veterans and ECHS beneficiaries, approximately 65 and 75 years old, who refused to provide consultation, claiming that treatment would only be given if I transferred my membership to that polyclinic.

✅ Key Clarifications:

This statement is entirely false and directly violates ECHS policy:

  • Entitlement: All ECHS beneficiaries can seek treatment at any ECHS Polyclinic in India.

  • Medicines: Prescriptions outside the parent polyclinic are limited to a maximum of 15 days.

  • Authority: No volunteer, staff, or functionary can deny consultation based on membership location.

The OIC of the polyclinic, when approached, immediately provided consultation, confirming that the volunteers’ refusal was arbitrary and unlawful.

🚫 Misconduct by Volunteers:
  • Volunteers are meant to guide and facilitate, not obstruct or harass.

  • Denying services misuses their position and causes undue hardship.

  • Such behaviour is unbecoming of veterans and contrary to ECHS objectives.

📌 Advisory for Beneficiaries:
  1. Do not accept wrongful denial of service at any polyclinic.

  2. Report any refusal immediately to the OIC Polyclinic or the Regional Centre ECHS.

  3. Remember your rights:

    • Consultation is allowed at any ECHS Polyclinic in India.

    • Prescribed medicines are allowed for up to 15 days outside your parent polyclinic.

    • No volunteer or staff member can deny consultation/rightful entitlement/services.

🔴 Call to Action:

Volunteers who obstruct or harass beneficiaries must be removed from Help Desks. Their continued presence undermines the scheme and erodes trust in the healthcare system meant to protect veterans.

Sir,
Consider your Thesis is done/finished if you contact me : not just some random complaints but scholarly analysis/synthesis and policy choices based on global best practices  which will meet the requirements of scholarly PhD thesis all written in Latex .

Alternatively, if you are interested  ONLY in personal complaints as per a statistical survey form designed by you, you may  approach other beneficiaries with a lot of complaints to fill up the statistical survey. I have no patience with such surveys.

The choice is yours.
