Canteen Stores Department (CSD) : Turnover and Profit of Defence
Canteens

PIB: Turnover of Defence Canteens.

Turnover, Profit and Profit distributed to beneficiaries after
depositing 50% in Consolidated Fund of India (CFI) of Canteen Stores
Department (CSD) during the last three years, year-wise, is as under:-

Annual accounts for this period are under finalization

As per laid down policy, 50% of the total profits earned by CSD is
being deposited into Consolidated Fund of India (CFI). The remaining
50% is distributed to various beneficiaries as determined by the
Competent Authority. As per policy in vogue, after deduction of
regular and adhoc allocations of 4.91 % of this amount, the balance is
allocated to Army, Air Force and Navy in the ratio of 85:10:5.

This information was given by Defence Minister Shri AK Antony in
written reply to Shri Ram Krjpal Yadav and Shri Shadi Lal Batra in
Rajya Sabha ..

Dear Veterans,
1. Our CSD Cars sale is already under review policy by MOD, now CSD Sale profits are next target to grab, perhaps. As AG Branch welfare funds are already under control of MOD/ DOEW (Dept of ESM Welfare(/farewell?).
2. Please watch out for remedy/ protection.

 Dear Col If the authorities in chair keep increasing the funds and take pride in in showing the  increase in the balance sheets at the end of their term rather then using the funds for betterment of their command, suich things are bound to happen. Will quote a Tuqlaki Farman issued by a Area HQ to garner profits, is debarring ESM in procuring grocery store  on smart card from any other URC other then the URC under its control. Even taking up this case with Army HQ has not yielded desired results. Only remedy left with ESM of the stn is to approach the MOD at the discomfort of the authorities concerned.

My dear Col,

1.      The order by Area HQ is questionable only if the concerned URC is not the parent URC.

2.      All smart cards have one original parent URC, on which the card is dependent
         This helps the concerned URC for demanding monthly Grocery and Liquor, for the card holder.
         Smart Card holder normally draws his/her Groceries and Liquor from this URC.
         Smart  Card holder can, temporarily/occasionally, draw stores from any CSD outlet.

Dear Col Sarath Bhandary, Will like you to go through the QMG Br Policy letter on the subject att with this mail, It very clearly states that with the issue of Smart card one can even draw liquor from any URC. The intention here is to garner max profits at the cost of ESM.  The reason floated by Area HQ was that other URC's are not sharing the profits earned out of sale to ESM.. This is totally untrue as quarterly Board Proceedings of all accounts are submitted to higher HQ's besides during book insp of the concerned this fact can be brought to light if the team checking the accounts does its job sincerely. It is strange that ESM's are expected to travel 7 KM to purchase a tube of paste rather then getting it from a URC with in half a KM.

I have taken up this case the concerned authority is yet to satisfy the Army HQ and MOD.

Sir, CSD Services are no more with QMG, its taken over by DOEW
