"None But the Lonely Heart" Songs and Chamber Music of Sergei
Rachmaninov
On 15th March in the Salon of the Melbourne Recital Centre, Melbourne
Art Song Collective (MASC) presents "None But the Lonely Heart", a
concert of songs and chamber music by Rachmaninov. Be dazzled by each
sparkling, frozen tear presented by distinguished Soprano Rosamund
Illing along with Rosanne Hunt (Cello) and Eidit Golder (Piano).
Rachmaninov famously said that in music, a composer expresses "...the
country of his birth, his love affairs, his religion, the books that
have influenced him, the pictures he loves. It should be the sum total
of a composer's experience." In this first and much anticipated
concert in MASC's series for 2012, we lay bare Rachmaninov's personal
landscape for your observation and enjoyment.
The concert begins with the powerhouse Cello and Piano Sonata, a
challenging musical journey of extremes for performers and audience
alike. This will be followed by a collection of songs, each one an
exquisite masterwork. Rosamund Illing is no stranger to Russian Song
and lends her magnificent voice and artistry to this haunting
program.
A relaxed concert experience is encouraged with the seating positioned
around tables in Cabaret style. Tasting platters, wine and other
refreshments are available through Script: Bar and Bistro for
enjoyment during the performance and can be pre-booked online.

5. News from the Office of Multicultural Affairs and Citizenship
The Multicultural Victoria magazine is back and available now! The new-
look MV magazine is better and brighter than ever and still offers the
best mix of multicultural news and features in Victoria. The first
edition includes a feature profiling the new VMC Commissioners and an
inspirational look at the Multicultural Awards for Excellence winners,
as well as grants updates, competitions and much more. The February
edition also includes a look at the 10th Cultural Diversity Week
celebrations. This year the week will run from 17-25 March, coinciding
with the UN International Day for the Elimination of Racial
Discrimination on 21 March. The week is a chance for all Victorians to
come together to share aspects of their culture, faith, language and
celebrate the benefits multiculturalism brings to our state. A
highlight of the week-long celebrations is Viva Victoria, a free one-
day festival of spectacular musical and dance performances across
three stages as well as global food, cultural arts and crafts market
stalls and kid's activities - a fun, family day out not to be missed.

6. Cultural Diversity Week
This year is the 10th Cultural Diversity Week and it's set to be the
biggest and brightest celebration yet! The week-long celebration of
Victoria's cultural and linguistic diversity would not be possible
without the support of the VMC/OMAC sponsors. Cultural Diversity Week
will run from 17 to 25 March 2012. The Gala Dinner takes place on 17
March; the Viva Victoria festival is on 25 March at Federation Square.
Cultural Diversity Week is an opportunity for Victorians to come
together to share aspects of their culture, faith and language and
celebrate the benefits multiculturalism brings to our State. All
Victorians are encouraged to participate in the week's events. In
particular, Victorian school students, ethnic and faith community
groups, local councils, multicultural service providers and the media.

7. Viva Victoria festival 2012 - Sunday 25 March 12noon - 6pm
Join the festivities at Federation Square and celebrate cultural
diversity at Viva Victoria.
In 2012, the Viva Victoria festival will feature four stages and a
stellar line up of some of Australia's finest multicultural acts.
There will be spectacular dance performances, extravagant costumes and
energetic drumming. If all that activity sounds exhausting, you can
escape to the world market area where you can indulge in some retail
therapy. Market stalls featuring unique contemporary and traditional
art and craft products are on sale. And along the River Terrace you
will be able to sample cuisine from around the world - there's
something to suit everyone's taste!
You'll find lots of activities to keep the whole family entertained at
this year's Viva Victoria Festival held at Federation Square on Sunday
25 March. An exciting new addition to 2012 is the Photo Booth Project.
Public housing residents from culturally diverse backgrounds helped to
provide a snapshot of our cultural diversity, bringing
multiculturalism to life. Also new this year is the opportunity to
have a go at creating your own piece of beautiful Turkish art. The
ancient Indian art of Rangoli is back again this year, while kids of
all ages will be kept happy with puppet-making, face-painting and

summer and exploring the rich, culinary cultures and flavours that

11. ECCV Aged Care Trend Briefing and Ministerial Visit
Alexander Abramoff attended this event with an opportunity to hear
from expert providers and discuss their thoughts.
ECCV hosted the aged care trend briefing on the 16th February. Guest
speakers provided a quick snap shot on issues in their areas of work,
and an opportunity was available for Managers and CEOs from a range of
organisations to ask questions and discuss issues.
Guest speaker George Lekakis AO CEO of Fronditha Care, provided
insight on the challenges that face residential care, particularly
from the perspective of ethno-specific care. He noted the increasing
demand for culturally appropriate care for the men and women who
helped build this country's economy, and who are now in need of the
community's support. He also spoke of the cost of residential aged
care and the profile of the residents who access Fronditha Care's
support services, of whom 60% seek supported places.
The cost of residential care is largely in daily care and the cost of
infrastructure. The type of capital grants previously afforded by the
Commonwealth to residential care providers no longer exists,
significantly affecting newer emerging communities' opportunities to
build the same kinds of infrastructure. While the Productivity
Commission's recommendations provide some possible solutions to this
issue, the increasing cost of residential care still remains a
significant systems issue which government and community need to
grapple with.
Ljubica Petrov's presentation was a retrospective analysis of the work
conducted under the Community Partners Program (CPP) and the function
of Partners in Culturally Appropriate Care (PICAC). Ljubica described
the subsuming of CPP grants under the new Health and Ageing Grants
which collapse 159 small grants into 18 larger, flexible funds. Under
this initiative, funds specifically allocated to cultural diversity
under the CPP initiative no longer exist, and applicants with a CALD
focus will have to compete with all providers big and small for a
range of grants in interest areas including:
* Chronic Disease Prevention and Service Improvement Fund;
* Communicable Disease Prevention and Service Improvement
Grants Fund;
* Health Systems Capacity Development Fund;
* Aged Care Service Improvement and Healthy Ageing Grants
Fund;
* Substance Misuse Prevention and Service Improvement
Grants Funds;
* Substance Misuse Service Delivery Grants Fund.
PICAC will be funded for a further two years under this initiative and
its future beyond this remains uncertain.
Jeannine Jacobson, Manager HACC and Assessment, Aged Care Branch
Department of Health, presented the Departments priority areas for the
next triennium which include: Person centred, re-ablement approach to
HACC services; Aligning resources with population profiles and the new
Need For Assistance formula; and Workforce matters.
The highlight for meeting attendees was the attendance of the
Victorian Minister for Health and Minister for Ageing, Hon. David
Davis. The Minister addressed the matter of the need for a culturally
responsive health and aged care sector, and pointed to ECCV's
submission to the Productivity Commission calling for:
* Support for low income seniors from culturally and
linguistically diverse backgrounds
* Improved access through cultural competency of Gateway
services and cultural diversity hubs
* Pricing for language services and cultural training for
aged care staff
* Allowing scope for such smaller ethnic providers
(community and residential) to grow or at least remain viable in an
emerging competitive market
The Minister referred to the role of ECCV as a key organisation that
the State government looks to for advice of matters relating to
cultural diversity and spoke of the work that is currently taking
place. Hon. David Davis also announced a three year funding package
directed to the ECCV for a CALD Seniors Social Participation Grant
project and an Elder Abuse Community Education and Training strategy.
The meeting also provided an opportunity for managers and CEO's of
organisations to network and bring up issues to be advocated for on
their behalf to government.
12. CALL FOR TRADITIONAL RUSSIAN FOLK ART OBJECTS FOR EXHBITION AT
HEIDE MUSEUM OF MODERN ART, MELBOURNE
Heide Museum of Modern Art would be grateful to hear from any persons
willing to lend examples of traditional Russian folk art to an
exhibition of paintings and sculpture by influential artist Danila
Vassilieff. Vassilieff was a central figure in the Melbourne art world
from the late 1930s to the 1950s, redirecting modern Australian art
toward the expressive figurative tradition of Russian folk art and the
artistic accomplishments of designers for the Ballets Russes.
