2. Did you know...?
FIRST CONSUL- GENERAL
The first Consul-General appointed to the Commonwealth of Australia
was Mikhail M.Ustinov in 1903, together with vice-consuls in Sydney,
Brisbane, Darwin, Hobart, Newcastle, Perth and Port Pirie. Ustinov was
succeeded as Consul-General in 1909 by Count A. N. Abaza who, like his
predecessors, encouraged business and trade relationships between
Russia and Australia.
Negotiations during 1942 between the Australian Minister for External
Affairs, HV Evatt, and the Soviet Foreign Minister, VM Molotov, led to
the announcement on 13 October 1942 that Australia and USSR would
establish diplomatic relations and exchange of diplomatic
representatives.
The Australian Legation opened in Kuibyshev in January 1943 and the
Soviet Legation in Canberra in March 1943.
3. Do you know anyone famous...?
Edouard Borovansky (1902-1959)
Czech-born E.Borovansky came to Australia in 1929 as a dancer with the
company of Anna Pavlova. He returned in 1938 with the Covent Garden
Russian Ballet and elected to remain in Australia. With his wife Xenia
he established a ballet school in Melbourne and eventually a ballet
company called Borovansky Australian Ballet Company.
4. St Vladimir's Grand Ball
The theme for this year is "A Russian Fairy Tale - The Firebird". This
WILL BE the event of the year. To be held in the luxurious
surroundings of the Plaza Ballroom, Regent Theatre, 191 Collins

the Russian Federation Consulate/Embassy or assistance in accessing
the internet for any sort of information, please make an appointment

6. Home and Community Care (HACC)
What is HACC?
If you are elderly, disabled or a carer, HACC provides a range of
support services to help you manage staying at home.
Call your local council, community health centre or the Russian Ethnic
Representative Council. They will meet you to discuss your needs. This
will usually be in your home. You may want a family member, friend,
interpreter or advocate with you.
The sort of services you require and how often they are needed will be
discussed. There is a process for complaints or grievances should you
wish to lodge them at any time.
A range of services is available
Services are provided by many organisations. You can get support
depending on your needs, for example:
Help around the home
* Housekeeping - including regular or 'spring' cleaning and laundry
* Home maintenance - such as cleaning gutters and spouts
* Minor works - such as the installation of grab rails and smoke
alarms.
Personal, nursing and health care
* Personal care - such as assistance with mobility, showering,
grooming, dressing and undressing, toileting, eating, prescribed
exercise and monitoring of prescribed medication.
* Nursing care and therapy, and information on the management of
health problems like diabetes or incontinence.
* In some areas, allied health services - such as dietetics,
occupational therapy, physiotherapy, podiatry and speech therapy - are
available.
Help to get out and about
* Assistance with shopping, cooking, paying bills and attending
appointments
* Delivered meals and group meals at senior citizens' centres or
community venues
* Friendly visiting and group activities via the telephone.
* Day groups sharing the company of others.
A break for everyone
* Planned and overnight respite in the home or in the community. This
provides a break or an outing for the person who is being cared for
and a break for the carer.
* Information and referral to other services.
Help for people with complex needs
* Additional services to help people with complex needs which cannot
be met by mainstream HACC services alone are provided by Linkages
programs or Community Aged Care Packages (CACP).
Regular assessments ensure changing needs are met
Assessments are conducted to help people and their families or carers
to identify their needs, identify services and to ensure people
receive the appropriate combination of services. A care plan is
developed, monitored and reviewed to ensure services continue to meet
consumer needs and maximise their independence.

8. News from the HACC Program - Access your rights!
Office of Public Advocate (OPA) is an independent statutory body
established by the Victorian State Government. OPA works to protect
and promote the interests, rights and dignity of people with a
disability.
The Office of the Public Advocate (OPA) website now includes a feature
that allows users to translate the website into 52 languages.
Visit
www.publicadvocate.vic.gov.au and click on the 'select a
language' button at the top of the page. A list of 52 languages will
then appear for you to choose from. The text on every page of the
website will then translate into the selected language.
The OPA website includes helpful information about enduring power of
attorney, guardianship, administration and medical consent. This
information is important for members of the community who may wish to
appoint someone to make future medical and financial decisions on
their behalf.
The OPA website also includes a range of fact sheets available in
Russian, and other languages (downloadable as PDF documents).

9. Social Outings; Don't gamble with your group
The North East Primary Care Partnership (NEPCP), with the help of a
number of local organisations, has developed a booklet called "Social
Outings" that offers details on a variety of fun and inexpensive group
activities and outings.
The idea for "Social Outings" arose due to the findings of the Casino
Bus Trips Project. The project found that there were many risks
associated with bus trips to the Casino which were very costly to the
groups involved. Since 2009, the project has sought to raise
awareness amongst community groups about these risks and to offer
valuable alternatives to bus trips to the Casino.
"Social Outings" provides details of multiple activities ranging from
no cost to medium cost ($11+). Some outings include the Royal Botanic
Gardens, the Abbotsford Convent and the Melbourne Zoo.

Each year our nation celebrates the achievement and contribution of
eminent Australians through the Australian of the Year Awards by

13. MEDIA RELEASE from THE HON MARK BUTLER MP MINISTER FOR MENTAL
HEALTH
First Steps to Aged Care Reform: New National Info Line
Older Australians, their families and carers will find it easier to
access valuable information about aged care with the introduction of a
single, national information line on 1800 200 422.
"This new national phone number will consolidate the range of existing
1800 numbers, and act as the new, single point of entry for people
seeking information and access to aged care services," Minister for
Mental Health and Ageing Mark Butler announced.
In addition to the introduction of the single national information
line, improvements have been made to the aged care website
(
www.agedcareaustralia.gov.au) to ensure better, more comprehensive
and up-to-date information is available for the growing number of
people who source their information online.
"This is about simplifying the system and making it easier for older
Australians, their carers and their families to find and access the
aged care services they need.
"More than 1.2 million older Australians rely on aged care and with
this number only set to grow as our population ages, it's important we
make practical improvements that take the confusion out of navigating
a system that so many Australians rely upon," Mr Butler said.
The introduction of a single national information line and the
improvements to the national aged care website are part of the Gillard
Labor Government's national health reform efforts to build a
nationally consistent and integrated aged care system to meet the
needs of older Australians and their families.
More than $36.8 million is being invested to establish a new front end
for aged care that will improve information, intake and assessment
through a national aged care hub and the establishment of local care
and assessment teams over the next 3 years.
The Government will continue to make the aged care system more
responsive to the needs of older Australians as part of its response
to the Productivity Commission's final report into the aged care
system.
