When managing an English club you may have noticed the Level of Youth Setup Category. This feature is part of the Elite Player Performance Plan via the Professional Development League introduced by FA in 2012 and controlled by Premier League.
The Professional Development League is a league structure that is a direct successor of the former Reserves League. There are 3 Youth Setup categories, where level 1 is the best and 3 is the lowest. Clubs in level 1 will get better competition facing clubs with similar reputations.
In real life there are different youth setup levels for Under-21 and Under-18, but in Football Manager it ranges from level 1 to level 4, where the Under-23 setup exists of four groups, while the Under-18 consists of 8 groups divided by different leagues.
The youth setup category can also be requested enhanced. An upgrade here will happen when a new season starts as the club is bound to play in the division and specific youth level briefly mentioned above. This will be similar to the unavailability to promote your current club to a higher division just by a click of a button.
Promoting your club to a higher youth setup level will ensure improved competition which often ensures a better development rate for the players, as facing better players will provide more experience related to tactical knowledge and finally getting used to playing against more technical players at a higher match tempo.
Also, I assume that my Youth Facilities have now been reduced to the lowest level possible? What are my options should I get promoted and get some money in? Will I just get the same level of facility back or will I get something better/worse?
I've had it happen for both facilities. The rented facilities should be considered as having no facilities at all though I could be wrong and it might go differently in different occasion. You can check this in your club's background description.
If the club looks like it's going to stay in debt for too long sometimes it's better to just make it worse so administration can swoop in quick and stabilize your finance in a matter of months because they can actually reduce the club's debt and/or restructure the loans so you'll pay less per month. Of course there's also the points deduction and the risk of losing important players but if you can manage to stay in the positive after they do their financial mumbo jumbo it can be over in less than 6 months.
I'm managing in the Malta league and i'm in 2033 and all my rivals still have basic training facilities, one of them has gotten to the Europa League group stages a couple of times so they're definitely financially comfortable
I'm not sure, I had a save that went over 2030 and Real Madrid and Barcelona had 3,5 stars facilities. I was hired by Bara and managed to get it back to 5. Real stayed the same over the 7 years I stayed there and then didn't look again.
If it makes it any better, I switched to a club in France, and after a few years two low-mid table clubs improved a lot and eventually upgraded to state of the art facilities. So I have no idea why Real and Bara didn't upgrade. Could be that their current managers at the time didn't care for youth, and the ones in the French teams did, (that's a trait), I didn't check. Club philosophies can also change over time. And Bara was really in a bazillion debt when I arrived, so there's also that (though Real was filthy rich and still did nothing, but kept hiring star players - a club philosophy)

For example, I am at 11th season in my game (FM19 - all playable English leagues) and I notice that many teams have upgraded their facilities, so many of PL/CL clubs has SOA/Superb Y/T facilities, but then if it continues like that it won't be a realistic/fun experience (overly increased player quality in total) - as in real life, not all of the clubs make such progress - but some make no progress, or some even degrade (eg. poor financial management).

I am working on the Swedish league and some things are realisticly changing but some are not.
To paint the picture for you:
i am on year 2052. Basicly 30 years into the futrure.
Swedish League league rank 6. Just above Belgium, Netherlands and Portugal Leagues.
The best Swedish team is Djurgrden. They are literally the PSG/Bayern Munchen of Sweden. I Managed them for the first 17 seasons or so.
And they are competing for Champions League even.
I left Swedish league to play with Preston for 11 seasons to see how Swedish league handled itself on its own.
I decided now to go back to Swedish league system, starting lower down in the pyramid. To try increase Swedish standards from the roots.
