SMS opt-in issue?

Hello,

We tested SMS opt-in with several users whose phone was added to our
whitelisted set. It generally works fine, but there are noteably
exceptions where someone who can normally receive text messages never
receives the opt-in message after days or even weeks.

Can you please check into the case of user with phone number 214-
[redacted]. It's the only user with that area code in our list.
