Medically Intensive Children's Program (MICP) & Private Duty Nursing (PDN) Rate Increases Needed
Both of these programs are designed to keep medically fragile children and adults together with their families in a most cost effective way. The current reimbursement rates for both programs are so low that home health agencies are unable to offer competitive wages to attract and keep RNs and. LPNs. Families across Washington are experiencing unnecessarily long hospital stays and readmissions simply because they do not
have access to sufficient nursing in the home.
Governor's Supplemental Budget
Medically Intensive Care Program $3.1 million GF-S; $3.2 million GF-F
Increases the reimbursement rate by $10 per hour for registered nurses and licensed practical nurses working in a home setting for children who require 4 to 16 hours of medically intensive care. Access to this type of skilled nursing care supports prompt hospital discharge and lessens need for hospital readmissions. (Excerpt page 11)
Private duty nursing $883,000 GF-S; $884,000 GF-F
Increases the reimbursement rate by $10 per hour for private duty nurses working in a home setting for adults who require 4 to 16 hours of skilled nursing care. Access to this type of skilled nursing care supports prompt hospital discharge and lessens need for hospital readmissions. (Excerpt page 11)

Medically Intensive Children's Program: A Title XIX program which provides skilled nursing services to children 17 years and younger. These children have complex medical needs which cannot be managed within the scope of intermittent home health services. WAC 182-551-3000 |

Private Duty Nursing Program: A program of last resort which provides in-home skilled nursing to clients 18 years and older who have complex medical needs requiring skilled nursing care on a continuous and daily basis. This is an alternative to institutional care. WAC 388-106-1000 |

Approximately 350 patients are served by these 2 programs in Washington State. The number may be small but the impact on these families is tremendous and the cost savings is immense. |
