Velo 1.4 can be downloaded from here:

This release was mainly focusing on a full re-write of the
reconiliation engine,
following are the main features of this release:

- A new reconciliation engine:
- supports a pluggable event/responses mechanism.
- Ready actions can be assigned as event responses out of the box
without coding.
- Scripted actions can be written for extended functionality.
- Support for synchronizing group membership.
- New incremental reconciliation mechanism.
- Performance improvements for large repositories.
