The idea first occurred to me while looking at the Venus Project circular commune city thing

If the city/farm/toolshop/community center thing is all in the shape of a circle, why isnt it rotating?

Certain I'm not the first person to have thought of this...
Imagine bolting together ten ships of the same design and size next to a river...

A very primitive form of energy harvesting that could have powered the much more clunkier wooden mechanizations the craftsman were capable of thousands of years ago... lots of details involved, I'm certain Archimedes could have figured it out if only I could find a telepath to send it through time... but wouldnt everything be different?
