I found https://github.com/python-visualization/folium that uses Vega in Leaflet's popups (not exactly an overlay).  I am thinking of working on setting up Vega 3 as a leaflet layer that gets all the Leaflet signals (position/zoom).

Vega can now be used as a leaflet layer, with a two-way signal passing for zoom, latitude, longitude.  It even auto-injects default projection into the graph spec for convenience.

If you know js packaging, please take a look - i'm sure it's not done in the best way. I would hope to use proper ES6 styling for this code.

This looks very interesting, and I appreciate your work on this.  I look forward to digging in.
