Getting mouse events in latest Chrome and FF, but not IE11

For image marks in SVG rendering.

They don't even react to hover.

I also have some circle marks in the scene and mouseenter, mouseover etc. seem to work ok for them.  The problem seems isolated to image marks on IE.

Any ideas?

Users have reported SVG issues with Microsoft IE11 and Edge browsers: 




I tested the examples in the Vega editor (http://vega.github.io/vega-editor/) with the Microsoft browsers

  Microsoft IE 11.0.9600.18314, Windows 7, 32-bit
  Microsoft Edge 25.10586.0.0, Windows 10, 64-bit

and found these issues:

1. Unable to hover over images in IE11 and Edge25
- image (SVG)

2. Unable to click-drag in IE11 and Edge25
- reorder_matrix (SVG)

3. Changing values in sliders has no effect on Vega graph in IE11 (works in Edge25)
- airports-params (CANVAS and SVG)
- force-params (CANVAS and SVG)
- map_params (CANVAS and SVG)

The Vega examples work properly with Google Chrome browser v51.0.2704.84 m

So are these issue that the Vega team can/will fix or work around?  Or are they browser bugs and we have to wait on Microsoft (ugh)?
