How to Enable USB Debugging and Developer Options on Samsung Galaxy S4 or Android 4.2 (Jelly Bean)?

For Samsung Galaxy S4:

• Please download and install the latest SyncCenter 7.1.91 on your PC or above (if you haven't done that).
  
• On your phone, go to - Settings -> More -> About device.
  
• Then move on to the Build number option
  
• Tap on Build number repeatedly about 7 times.
  
• After touching 7th time, you will see a message that, "you are now a developer"
  
• Now, go to - Settings -> More, you will see the new option called "Developer options"
  
• In Developer Options, under the "Debugging" section, you can see the "USB Debugging".
