Outlook categories change back to the default categories intermittently (Blue, Green ....etc)

There was a bug that began with Outlook 2007 SP2 that's related to the fast shutdown changes. If you are having issues with programmatically setting categories in Outlook 2007, as a first thing, I would really recommend making sure you are on the latest available build of Outlook 2007 since there was a hotfix done after SP2. Currently, that would be this update from Dec. 2010:
