Next steps in order to implement fines for security violations.

In the September BoD meeting, Ron led us through the Security Committee's recommendations for fining egregious and/or repeat violations (especially around access into garage and buildings. We were supportive of implementing these although, speaking for myself, a little wary of just how we can put these into place. My reservataions center around:
  • Enforcement
  • Consistent and equal administration
  • Back office processes to exact and collect fines
  • Required evidence to exact a fine
  • Do we need a legal review to do this?
There may be other issues, as well. Some of these may well intersect with our signing off on our new and improved rules.

How do we move forward with this? Don't want to waste the good work done by the Secuirty Committe on this by letting it lag. Agenda item to discuss? Special meeting?

Does the Security Committee think my concerns valid?

I just wanna make sure that I respond to your note, Joe. I don’t have any answers for the questions. I do believe we should have some sort of a conversational meeting to discuss these different impossibilities. I also think we should get some guidance on what they think from the security committee.
I would be happy to take part in any sort of discussion on the subject, whether it’s among board members or with the security committee.

Thanks Paul. I too would like a conversation. How about 2 directors meet with Security committee and hammer through some of this? I would be willing to be one if them.

I agree that a conversation would be good to address the points Joe raised and to establish an escalation protocol. Also, I agree with Paul that the rules committee should be represented in the discussions. An update to the rules will likely be necessary to include the results.

Here’s an idea.  I have on my calendar a mmspecial board meeting to discuss work of the Rules Committee and the product of that, a new updated Rules Handbook.  It is supposed to be a Zoom meeting so everyone can participate.  Why not ask the Security Chair to attend at some point during the meeting ?

Yup — I agree.  I think the only way we’ll convince some of our owners that being careful going in and out of our garage is not a merely a suggestion, it’s an obligation — and that’s to threaten fines (and maybe issue some).

I have a meeting on my calendar for 5:30 on the 10th.  As best I can recall, we decided this at the September board meeting.  Hal wanted to have it the first week of November but he was reminded that I would have just returned from an extended trip to Europe and probably needed a little more time.  We settled on the 10th.  I recall that Hal had a discussion with Tim Miller about using Zoom without Tim present.  I also believe there was some discussion about having all board members in one room and allowing all others in via Zoom.
And, to answer Joe’s  question, I think this is going to be longer than one hour.
Does anyone else recall this?  Was it voted on and therefore in the minutes?
