City of Vancouver Open Data Portal: Added Capital Budget datasets

Hi,

We added two datasets related to draft 2024 Budget to the open data portal:

1. 2023-2026 Capital Plan and 2025 Capital Budget with proposed four-year Capital Plan allocations
2. 2025 Multi-Year Capital Project Budget requests and Capital Expenditure Budget
