Vancouver police say a party host was fined nearly $2,500 on Saturday for operating a makeshift nightclub out of a downtown apartment.

A woman, who had been invited to the home, called police after she encountered around 100 people partying inside a penthouse suite at Telus Gardens at 777 Richards St.

When police showed up at the penthouse unit, they encountered a doorman outside the suite who was wearing a protective vest, carrying a counting device, and holding several denominations of money.

The doorman was issued two tickets under the Emergency Program Act — a $2,300 fine for hosting a gathering and a $230 fine for failing to wear masks — for violating B.C.’s COVID-19 restrictions. His name was not released.

“So far this month, VPD has received four complaints about social gatherings inside the apartment. Investigators believe the owner has been using the residence to host large parties,” Vancouver police said in a statement.

The makeshift club at Telus Gardens is reportedly called Granny’s, and according to a person with knowledge of the events being held inside the penthouse, party invitations have been regularly delivered to invited guests using the encrypted messaging app Telegram.

A Granny’s party poster for a New Year’s Eve event at the penthouse obtained by Postmedia advertised exotic dancers, DJs, light shows, servers and a full bar. For the New Year’s Eve party at 777 Richards, guests were advised to bring five dollar bills and their credit cards.

“Please check in with security for entry,” the invite said.

The poster also referred to the New Year’s party as an anti-Bonnie event, a reference to B.C.’s provincial health officer, Dr. Bonnie Henry, who brought in the COVID-19 orders that prohibit social gatherings.

VPD spokesperson Sgt. Steve Addison says the penthouse doorman who received the fines on Saturday was not the owner of the party pad.

“The actual owner/tenant refused to come outside to be served a ticket and we did not have authority to enter, so we’re now seeking a warrant for his arrest,” said Addison.

The actual owner of the penthouse unit is a man named Mohammad Movassaghi, a former wealth adviser, who according to B.C. Assessment property records purchased the 1,800-square-foot, three-bedroom unit less than two months ago for just under $3 million.

When reached by phone on Monday, Movassaghi denied hosting any parties at his home.

“There was no party here,” he said. “It was a few neighbours here and we watched the fights.”

Movassaghi said his girlfriend’s nickname is Granny, but he said he knew nothing about the posters advertising the Granny’s parties at his home.

“I don’t know what that’s all about. I’m not sure what you’re talking about,” he said.

If the warrant against the owner/tenant is approved, Addison says police will work with the Crown to obtain court-ordered release conditions that will prohibit the condo owner from hosting parties and social gatherings.

Movassaghi was also in the news last April when the Supreme Court of B.C. rejected a wrongful dismissal lawsuit he filed against his former employer, Harbourfront Wealth Management Inc.

Movassaghi, a former certified investment consultant, was fired by Harbourfront Wealth in 2016 after he was found to have forged a client’s signature in order to transfer their funds from another wealth management company where Movassaghi had previously worked.

Along with losing his job and certification, Movassaghi was also fined $27,500 in 2017 by the Investment Industry Regulatory Organization of Canada.

In May of last year, that organization announced it had started a new disciplinary hearing into separate allegations involving Movassaghi including transferring several clients accounts without their full authorization, falsifying client signatures and misleading IIROC enforcement staff.

A settlement from this hearing has not yet been posted.

The guy has an Iranian name so if he wasn't born here lets deport him. Let us also deport Conrad Black and Paul King Jin and Ekaterina Baker after they do any lock up time necessary and after paying all fines.
