It looks like the electrical strength is set with:

spin-transport:applied-voltage=5.0 !Volts

The spin-transport:applied-voltage is mentioned in the develop VAMPIRE manual [1] under the description for the material:voltage-controlled-magnetic-anisotropy-coefficient.
