Identify this antenna

Can anyone identify the antenna pictured?20260102_115416.jpg

I thought it was possibly a LA-107 by Listen Tech for 216 MHz hearing assistance equipment.  About 17.5" length.

However the one I have has a 19" vertical element and 19" radials and the 2 "stubs" are about 5".
The design looks identical to the Listen Tech but the dimensions are different.

All that said, is it of interest to anyone?  Does it have any value?

Looks like a scanner antenna, multi-band.

Thanks, guys.  A scanner antenna makes sense.  I can't imagine how Listen Tech gets $260 for the same antenna tuned to 216 MHz.
