For HF testing/alignment I highly suggest you check out the Uni-T UTG962 RF signal generator.
It is very capable Function/Arbitrary waveform generator.
It has 2 channels out can generate up to 60 MHz modulated signal.
Can be used to test/calibrate S meter of HF radios as well as a LOT of other useful bench testing.
There is also a 30 MHz version but I would opt for the 60MHz unit.
