dev/vboxnetctl error on vagrant up

Hi vagrant friends ! 

Im using the https://github.com/kubernetes-sigs/sig-windows-dev-tools tooling to make Vagrant kubernetes clusters with windows nodes, and found a bug locally, with the vagrant recipe, on one of my OS X Big Sur machines... 11.5.2 (20G95).

failed to open /dev/vboxnetctl

If anyone wants to help me answer it.  It seems as though maybe OS X didnt install virtualbox properly, but im not sure, maybe its a vagrant versioning thing ?
