vagrant will not reinstall fully on win 10 pro

Vagrant version Version 2.0.3 with a new install of Win 10 pro. I've been using Vagrant with Hyper-V, but needed to switch to Virtualbox. I uninstalled Hyper-V, and installed Virtualbox but Vagrant would not detect the VM. So I uninstalled Vagrant and went to reinstall, The reinstall process runs without error but after reboot and no program files ever get copied, so I'm unable to see or lunch , if I try and reinstall I get the repair option, the repair process runs without error but again, nothing, no files, there is no exe, noting gets copied? there is nothing in appdata and nothing in the program folder.
