How do you download plugins to be installed locally for Vagrant

How do you download plugins to be installed locally for Vagrant.

I work in an internet disconnected environment where security is big concern. Everything coming in undergoes scrutiny depending on where it came from.

So, getting the plugins from Hashicorp would be the best because we would only need to vet Hashicorp.

Getting the source from GitHub would be a worst possible case because every contributor on a project would have to be vetted prior to pulling the repo (So, if even one person from a questionable country contributed, then I would not be able to pull from that repo).

each plugin have instructions on how to install, basically

vagrant plugin install <vagrant-pluginname>

what plugin you really need for work?

i wouldn't suggest bypass security, and will suggest engage security. if the veto a plugin due origin, then i am afraid is not much we can do to help, it seems internal policy rules are strict.
