Vagrant could not detect VirtualBox (again)

Hi, I'm experiencing an issue which seems to be very common (from a
google search) but I wasn't able to find a solution.
After installing vagrant I get this error "Vagrant could not detect
VirtualBox! Make sure VirtualBox is properly installed." I have
VirtualBox 4.1.8 and I need to have vagrant v0.8.10 installed (due to
an incompatibility with something else). My PATH contains the vbox
binaries and the ruby bin path.
Someone suggested an earlier version of ruby so I tried 1.87 as well
as 1.93 but no joy.
Win7. 64bit.
Suggestions?
