to Vagrant

I upgrade vagrant to 1.8.7, and I got error message occurs on every vagrant command

C:/HashiCorp/Vagrant/embedded/gems/gems/vagrant-1.8.6/lib/vagrant/util/platform.rb:176:in `downcase': invalid byte sequence in CP950 (ArgumentError)

even I downgrade to 1.8.6 still not work

My os is Windows 10, it never happened before 1.8.7
