"vagrant up --provision <machine>" only does the up and not the provision

I'm new to Vagrant and inherited the use of a custom plugin where I can do "vagrant up <machine>"  and "vagrant provision <machine>", but when I try to run "vagrant up --provision <machine>" only the up command gets done and the provision part does not take place.

Would anyone have any suggestions or pointers for the recommended way to get the "--provision" flag to take effect with the "vagrant up --provision" command?

Do you have a debug log showing this behavior? Also your Vagrantfile used.... thanks! As far as I know, vagrant should be running provisioners with the flag explicitly provided.
