Is this a penalty or a valid defense strategy?

I was going through the Reston at Centerville Qualifier video and saw this occur. Is this a valid defense strategy or a penalty against 14616? They seem to dislodge 13408 during unlatching. I did not see any penalties awarded in the score. The impact seems to have affected 13408.
