WHAT DISCOUNT?

On May 21, 2009, one of the chain's contractors installed two average
size sink faucets in my home in Dale City, faucets which I purchased
from Lowe's, to replace old leaking units.

The bill came to $520.00 ! Two guys, two hour's work!

And the Yellow Pages-advertised so-called seniors discount? Ten
(10) dollars! That's the maximum discount for ANY size job! And
even that won't appear on your bill, unless you ask for it. I told
the company rep their advertising was at the least deceptive.

I'LL NEVER DEAL WITH THESE PEOPLE AGAIN!

There is an outfit called Angies list somewhere on the internet. You can
post your complaint there, and if you ever need a plumber you will see who
is to be avoided there. It's a good idea.

Angie's List charges a fee for "membership," and the 'net is full of
members pissed-off for a variety of stated reasons.

The "company" called me back to say the "boss" okay'd a $20 discount,
because I had two jobs done (2 faucets). Sure.

I told the woman they could do whatever they believe is right, but I
still will never enlist 'em again nor speak well of the firm.

uh oh - sounds like someone who leaped before looking. No written estimate,
huh? And don't believe the "every job is unique" nonsense. If those folks
are experienced, then it is not the case that "every job is unique" - it is
experience that makes written estimates feasible.

My niece had a roof installed by a Lowe's contractor for about $5K.
What a mess it was. Shingles were all crooked and fisheyed. Tar was
dripping off the siding. The nailing pattern was all wrong. An
arbitrator got all the money refunded and she had a well qualified
concern do the work for $3,000 so she saved $2,000. Just because
someone overcharges you doesn't mean you have to accept it. Keep
complaining to everybody in sight and perhaps you can get the money
back. Your work should have been no more than $200.

You should report them to your local better business bureau. Then when
people call to ask, they will find out that someone was dissatisfied. You
don't have to take stuff like that on the chin!

Why do seniors get discounts? They are in a group that has more money,
more free time and more gobment money then any other group. They
should pay more.

Yes, but you can't be sure that what you want is there, it depends on
volunteers to put it in. When they started I was offered a free membership
for the first year but never found anything of use to me there.

Failing that, the better business bureau in the persons area might also be
of some help. At least they would know if there were prior complaints.

My Complaint Against HOMEOWNER'S DISCOUNT PLUMBING, INC. Was Rejected
By The Better Busines Bureau of Metropolitan Washington, D.C.

Following is the BBB's response, followed by my rebuttal:

Thank you for contacting the Better Business Bureau (BBB) with your
request for assistance.

After a review of your request it appears that it does not fit within
the normal scope of complaint activity that we would process.

Although the BBB assists in the resolution of a wide variety of
disputes, there are some matters that are outside of our operational
area. Specifically, the BBB does not handle complaints when the sole
point of contention is the price of a product or service. In a free-
enterprise system, such as the U.S. marketplace, a firm can generally
charge whatever the market will bear. With this, price should be one
of the factors that goes into a buying decision. The consumer should
compare prices before signing a contract or making a purchase.

If a consumer complaint about price is coupled by allegations of
misrepresentation, failure to disclose full cost or if a different
amount was negotiated as opposed to what was charged, then this
scenario would fit within our scope of activity. If not, then you may
wish to contact an attorney or your local or state office of consumer
affairs to review your legal rights in the matter.

Thanks for your rapid response to my complaint. However, I don't
agree that the sole point of contention is price. A reading of my
complaint reflects my contention that Homeowner's Discount Plumbing,
Inc. failed to break out LABOR COSTS on its bill. I consider this to
be deceptive billing, this in addition to deceptive advertising as
reflected in its "senior discount" ploy.

I appreciate your analysis and am disappointed that this company will
likely deceive other seniors as I feel I've been in this case.

These HDP-operators are part of a chain of "plumbers." Apparently,
though it's not clear from their phone book ads.

But word has it they sign-up non-licensed plumbers from off the
streets and send 'em to your house to perform work that requires
licensed people.

Be careful. You might end up with hot water coming from the cold
side!

Or worse!
