V8 Issue Tracker migration starts now

Hi everyone,

The migration to the new Issue Tracker is beginning now. Please expect downtime until the migration is complete.

Feel free to start creating any new issues in buganizer right away using this link. All existing issues will be moved over now.

We will confirm via email once the migration is complete. 

Please note: Any CLs merged during the migration, while all bug trackers are read-only, will not have their corresponding bugs updated by GitWatcher.
