how do i get depot_tools on Windows?

as i don't know what is PATH_TO_INSTALLER.EXE is, what is it?

Hello,

If you are talking about this section https://chromium.googlesource.com/chromium/src/+/master/docs/windows_build_instructions.md#visual-studio

then PATH_TO_INSTALLER.EXE is the path to the Visual Studio installer.
